For example, if a user sells all ETH, then buys some at a later date, prices from previous holdings should not be factored into the Average Buy Price

We've received a lot of different feedback on this point. We'll have to keep existing behavior. If you want to completely zero your avg. buy price, you'll have to manually remove all the transactions for selected coin. I'll keep this story open for everyone coming here.

Exactly. Just delete all previous transactions of whatever you sold completely. When you buy it again it well be as if you never bought before. New transaction history. Had a similar issue and that is how i resolved it.
